[03-09-26] Man Arrested After DUI Crash and Leaving Scene With Injuries in Clearwater

CLEARWATER — A New Port Richey man was arrested after police say he caused a crash that overturned another vehicle, left the scene on foot, and showed signs of impairment.

According to a Clearwater Police arrest affidavit, the crash occurred on March 6, 2026, at approximately 6:35 p.m. near North Belcher Road and Logan Street.

Police say 30-year-old Jim Gavin Landis was driving a 2019 Chevrolet Colorado northbound on Belcher Road when he passed another vehicle at a high rate of speed. Investigators say Landis then struck a vehicle on the rear passenger side, causing the victim’s vehicle to overturn.

The overturned vehicle came to rest about 142 feet north of the impact area near North Belcher Road and South Lagoon Circle.

Authorities say Landis exited his vehicle and walked east on South Lagoon Circle and then north on West Manor Avenue, leaving the crash scene. An off-duty Pinellas County deputy stopped him a short distance away and returned him to the crash location.

After being advised of his rights, Landis told officers he had hit his head and did not remember the crash.

Officers reported Landis emitted a strong odor of alcohol, had heavily slurred speech, and was unable to stand without support. Police also observed bloodshot and watery eyes.

Investigators say Landis refused to perform roadside sobriety tests and also refused to submit to a breath or urine test after being informed of the consequences. Authorities noted Landis had a prior DUI refusal recorded on January 23, 2025, in Pasco County.

Police said Landis was also driving without a license at the time of the crash.

Landis was arrested at approximately 7:14 p.m. and charged with leaving the scene of a crash involving injury, driving under the influence, and refusal to submit to testing after a prior refusal.

Police reported the crash resulted in injuries and medical treatment for the victim.

Landis was booked into the Pinellas County Jail. Court records list a $500 bond for the refusal-to-submit-to-testing charge.
